It would be nice to be able to set frame ranges for individual render layers. Sometimes I don't need every frame of a layer and so I just end up having empty frames.

Maya does not allow you to specify the frame range by render layer from the command line. All render layers started from a single command line render, no matter how they are started, will render the dame frames for every layer set to render.
You could submit a separate Smedge job for the render layers with different frame ranges. You must specify the render layer name on the render overrides tab of the Submit Job window.
