it whould be handy to submit job to maximal X nodes
doing it within pools is a bit tricky if destination pool is busy

You can do this already. On the Advanced tab of the Submit Job window, set the Job Usage Limit. This will limit the number of workers that a Job can have going at one time.
You can also access this from a command line with the -UsageLimit flat to Submit.
