Engine restricted times isn't working

When I set up systems to use restrictive scheduling, it doesn't work correctly. I'm setting up M-F, Allow all cores before 7:30 AM, Allow all cores after 8pm
During restricted times, it is set to None
There is no change. Rendering keeps grabbing jobs and rendering at 100% during the restricted times
